Prospects for Cooperation between Russia and the UAE in the Field of Information Security

Resumo

The article discusses the prospects of cooperation between Russia and the United Arab Emirates (UAE) in information security. This cooperation is part of broader interactions that were legally consolidated in the June 1, 2018 Declaration on Strategic Cooperation. The UAE’s success in information technology and security is related to sustained economic growth, which has provided the necessary technology and highly qualified specialists. However, despite both states announcing their intention to cooperate and jointly counter cyber threats, there has been a noticeable slowdown in implementing the announced projects. This is partly due to external and internal issues in Russia and the UAE. For example, the development of Russia’s information technology sector has slowed due to large-scale sanctions and the consequences of the financial and economic crisis in recent years. In turn, the UAE is located in an unstable region where religious terrorism and extremism pose a threat, and the number of hacker attacks is growing.
